I think someone should have just answered your question along with letting you know that there was a better place to ask questions. After you click use blueprint in your Journal, when you are in the area that you want to place the object, click the LEFT mouse button. This will allow you to use arrow keys, pg up/pg dn tabs. You can also use the shift key w/arrow keys and pg up/dn tabs. When you have it set where and how you want, then click Right mouse button to set it.
